Arrears giving back books

Today I was sitting on the library of my faculty I just was looking at the advertismen board and I watch this

It says that we need to paid money $1 ( if you take into account that the bank charge commission )  when we delay returning books borrowed from the library . it is just so unfair . education have to be free and more open to people we at least just have 2 days to read a book !!
